28/09/03 - Ismaël Omar Guelleh, which directs as a despot the government of Djibouti, remakes us its puerile crisis - of spoiled child - and leaves the technical committee of the IGAD by banging the door. By Mohamed Saleh Alhoumékani.

Mr. Ismaïl Goulal Boudin - Ambassador of Djibouti in Somalia and representing with the Conference for the "reconciliation in Somalia" which is held in Kenya under the aegis of the IGAD - stated to have given a letter to the Ministry for Foreign Affairs of Kenya - organizer of the conference - emanating of Ismaël Omar Guelleh and indicating that the government of Djibouti decided to leave the technical committee of the IGAD following the dissension which opposes it to the governments of Kenya and Ethiopia.

If this advertisement did not have the effect of a media bomb, each one at least expected a preliminary declaration of the Head of the Djibouti State highlighting its or its points of disagreement with its partners and certainly not who it orders to his representative - Mr. Ismaïl Goulal Boudin - who it opera hat bangs the door of the negotiations.

This decision - catch under such conditions - is considered in certain diplomatic circles having much more value of reaction and infantile whim that of an unspecified diplomatic attitude for the resolution of the "Somali problem".

The least which one can say it is that the hegemonic aimings of Ismaël Omar Guelleh - with its rigging attempts unilaterally to govern the Somali problem for its only interest - are put at evil by the firm and lucid answer which the governments of Ethiopia and Kenya opposed to him in particular.

The balance some share extreme of which it made proof - so far - with respect to the country being implied with the table of the negotiations holds with the simple fact that Ismaël Omar was always thought of being protected from the consequences of all its acts.

That from adventure the French and foreign soldiers come to withdraw themselves one day of Djibouti and that would have like consequence the forward setting of the real notorious incapacities of the temporary occupant of the "Palate of the Port of call" to manage only the interior and external problems and would put a term at its will clearly expressed to interfere in the interior Affairs of the close countries.

It is starting from the blackmail with their maintenance in Djibouti which it always exerted on the countries foreign present militarily on our ground that it uses this situation like threatens indirect and fallacious protection for its own interests in order to sow the disorder in the countries such as Somaliland - Ethiopia - Yemen even in Kenya.

Accustomed that it is so that some yield with its four wills, the man with the ambitions disproportionate and put with the minority bench since months - accepts today with difficulty that one can dispute his own authority which it illegitimately granted on "the Somali Affairs" in spite of very good direction and the wills clearly expressed by the other participating countries to found a lasting peace and respecting an essential balance of representativeness in Somalia.

If Ismaël Omar were a "Man of Peace and of Dialogue" that would be known and while starting in its own country....!

This comes down to saying that by exclusively personal interests it insulates today a little more Djibouti in the area whereas - in addition - the other participants expressed the same will jointly as the resolution of "the problem of Somalia" is above all the responsibility for the somali people - all confused tendencies - and than the States invited to the table of the negotiations to try to solve this serious crisis should not have a consistent double language to sit down with the "Table of Peace" and to foment parallel to that of the revolts and attacks for their own interests, that of which does not deprive itself to make Ismaël Omar Guelleh which supports associate Mr. Salade Hassan.

Each one knows since strong a long time which as regards diplomacy the government - directed by Ismaël Omar Guelleh - has only one right which is to keep silent itself and hardly has margin of manoeuvre as regards council near the head of Djibouti State.

In the same way and not being entitled at all to the word, the large majority of the diplomatic representativenesses of Djibouti abroad are not there that to carry out "the inept orders" of the "large … brain of the East Horn of Africa".

Many major dissensions exist between Ismaël Omar Guelleh and the aforementioned diplomatic representations abroad and were highlighted since 1999.

The diplomats of Djibouti do not hesitate any more confidentially to express with their high level foreign interlocutors their differences in opinion with the policy followed by the Palate of the Port of call and the fact that Ismaël Omar Guelleh is cut off exclusively behind its only opinion as regards foreign politics.

"In Djibouti - under the regime of Ismaël Omar Guelleh - it does not have there to be able, there is the abuse all the capacities by a man which reigns as a despot and nothing other..."
