04/11/03 - Troublemaker of conflicts between the countries and areas, the hegemonic designs of Ismaël Omar Guelleh on areas of Somaliland being put at evil, he tries today to attack using the media and carries all false accusations against Kenya, to Ethiopia and against Somaliland populations.

To be patient is - par excellence - one of great qualities reserved for the populations of Somaliland but this patience has all the same its limits which have been transgressed.
Indeed, after having made confidence to president Daher Kahin Riyaleh, Somaliland populations note today that one would seem to be so kind as to "roll them in the flour".
After the return of its recent voyage - accomplished to Djibouti and during which had long discussions with Mr. Ismaël Omar Guelleh - president Riyaleh made a speech - very waited by all the populations - in which he was striving to reassure them as for the intentions that the Despot of Djibouti could have on the recognition of Somaliland like independent State.
In consequence of what, each and the others had made a total confidence with the declarations of Riyaleh which - on the bottom - indicated for Mr. Ismaël Omar Guelleh the abandonment of his hegemonic designs that it had previously expressed with words covered on areas of Somaliland - as for Ethiopia areas .
Reassured, some said that was finished of its utopian dream carrying out a large "territory" in the area, depriving Somaliland of some of its current areas and of which he would be the uncontested...." Emperor".. of all falsifications.. of all lies.
Yes but on some days which followed this speech of the Somaliland president, Mr. Ismaël Omar Guelleh granted a discussion to the regional Press, conversation in which he refuted any will of all recognition of the State independent of Somaliland what abruptly calls into question the contents of the speech of president Daher Kahin Riyaleh..................
Who makes lie and who says the truth ?...
Disconcerted much more than surprised by these two opposed versions, each one raises the question to know what Mr. Daher Kahin Riyaleh is really has made when he was going to Djibouti and which could be the agreements - not revealed publicly - which it could have made with its counterpart to Djibouti ?...................
Following that and in a logic that each one will admit, president Riyaleh would have to repudiate by diplomacy way the contents of the remarks made by Mr. Ismaël Omar Guelleh, but he did not make it!. ?
This same logic would have liked that he is addressed to the Somaliland populations again by confirming the contents of its own speech, but - there still - it is the most perfect dumbness what has like consequence the emergence of a growing distrust of the populations concerning him.
The intimate talks became realities so that some do not hesitate to speak about "national treason" of the president Daher Kahin Riyaleh.
With this the fact is added that the populations of Somaliland are completely amazed at the scornful remarks and indicters that Ismaël Omar Guelleh carries with regard to the populations of Somaliland, whereas president Riyaleh did not consider that was necessary to react has these untrue and xenophobe charges of the djibouti despotic president Ismaël Omar Guelleh.
He has said that Somaliland supports a religious extremism on its own territory whereas it is known perfectly that Ismaël Omar Guelleh has created artificially on the ground of Somaliland - specifically in the areas which are opposite for him but on which it has designs - clans which it finances and of the conflicts that it maintains against the interests the populations Somaliland and paid on the budgetary resources of State of the Republic of Djibouti - the objective of Ismaël Omar Guelleh is to create a State with the dimension of its disproportionate ambitions.
This is not a secrecy for anybody, he has enlisted in its ranks in Djibouti from foreigners of the country which for some are former mercenaries coming from Somalia - former collaborators of Syad Barré - and of Ethiopia at the Mengistu Haile Mariam period.
Men like the ex Ordering presidential Guard - Commander Ali Abdillahi Iftin and some others - have tried to be opposed to all these schemes what had like consequences their administration expulsion with the variation attempts of physical elimination for these men.
The Ismaël Omar Guelleh objective is unquestionably to destabilize the areas which are in Somaliland and in Ethiopia and which are in its annexation projects.
With this intention, it draws briskly much money from the Cases of the Djibouti State and he finances some men in which he has placed all his confidence and which - in the countries concerned - they finance in their turn of the heads bands of brigands so that they foment disorders and conflicts.
After that he allots the conflicts responsability to the tribes and to the ethnical groups which are unfavourable to him.
Thus he said in the press that the "Somaliland would maintain the networks religious extremists, the people would be famished...all the institutions are disaorganied, Police and Army would be disorganized by corruption................"
Thus he makes diplomatic manipulations to the forces in charge of the fight against the religious extremisms, Ismaël Omar Guelleh objective is to impose their presence on Somaliland.. etc etc.
The Ismaël Omar Guelleh objective is - in the heart of the problem - unquestionably to destabilize the areas which are in Somaliland and in Ethiopia and which are in its annexations projects.

These men they finance in their turn of the heads of crooks bands so that they foment disorders and conflicts...
After that, Ismaël Omar Guelleh makes a speech and transfers all the conflicts responsibility to the tribes and to the ethnical groups which are unfavourable to him.
Thus he says the "Somaliland would maintain the networks religious extremists, the people would be famished...all the state institutions , Police and Army were disorganized by corruptions."...
Thus he makes policies manipulations and explains to Armed forces which are in charge the fight against the religious extremisms that problems are the Somaliland responsibility.
Ismaël Omar Guelleh objective is to impose their presence on Somaliland for to keep alive Somali conflicts because conflicts = much more money for him................
To foment conflicts and to protect themselves behind a powerful foreign military force.... Ismaël Omar Guelleh - not having a military force which has the capacity to invade these areas without there being at once a shingling counterpart of which it knows perfectly which would be the consequences - so much in Somaliland than in Ethiopia - then he does than he always made in the past.
He masks himself behind a foreign military force which ensures all to him at the same time a precarious personal safety in Djibouti and tries to persuade the foreign diplomacies implied in the area that the enemy is in Somaliland and to assemble them against tribes which do not have particular inclinations against the Member States of alliance charged to fight against the religious extremisms.
How to reinforce the idea on the international level that certain areas of Somaliland could be the stronghold of religious extremists networks?.
Quite simply by the use of the elements which are infiltrated in the country and by the activation of the heads of bands of brigands so that they foment disorders and which went recently and on order until assassinating foreign members of ONG in order to give more weight to his untrue theory than tries to impose the Djibouti Despot.
We specify to that the recent strong acts - such as bombings and murder from foreigners which are working with a humane aim - occurred ALL in areas on which Ismaël Omar Guelleh has intentions of annexations.
To conclude, the ancestral bonds which bind the djibouti families with those of Somaliland and Ethiopia should be enough strong to fight all the lies and actions of the Djibouti Despot.
As for president Daher Kahin Riyaleh, the Djibouti and Somaliland populations they come to address a message of importance to him which must oblige it to make a choice.
Either to defend the interests of Somaliland populations, or to go out of the Somaliland presidence.
The populations which they have made war against Syad Barré and for the independence of Somaliland will not be the servants of people.
Their country is built at his rhythm and shows in front of his detractors that the Somaliland democracy is a reality which advances and has many lessons to give at the current Djibouti State that his gouvernance Civil rights and of the responsible for his citizenship, now and for the future..
