18/11/03 - After four months the arrest of Hassan Saïd Goumaneh known as "basto" - was implied in the forged currency in USD and FD - the file seems to have been mislaid in the meanders of a well embarrassed Djibouti Justice.

Hassan Saïd Goumaneh known as "basto", this name reminds it to you something ?.

The Affair is too important and too recent to have been erased collective memories even if - as we it think - the public prosecutor's office would seem to have....."misled"..... the file of this Affair which not smells good with all its implications.

Let us remember that in its only and single article... the Nation newspaper had not extended too much at the time on the subject at the time of the arrest of "Sieur Goumaneh" which followed upon the "discovery" of a manufacturing unit of forged currency in USD and FD to the centre even of the Idriss Establishments, automobile dealer in Djibouti.

Ever since this arrest the Justice keeps the most complete silent , no journalist of investigation or "curious about everything" did not imply themselves in this file far too sensitive Affair blaming directly the Head of the State who - let us point out it - was the purchaser of all the materials and the ingredients necessary to the manufacture unit of forged currency.

Are you surprise ?.

Not of the whole. Protected by its presidential immunity M Ismaël Omar Guelleh does not have almost any risk to be seen quoting to appear before the Court of Justice in Djibouti ; as for its implied accomplices and subordinates they may find it very beneficial to be keep silent and wait until the Affair fell out of memory - or that a judgement clears them of any suspicion.... - because or else they would be likely to finish their days in the open sea of Haramous, the legs taken in a reinforced concrete block like one certain Awaleh Guelleh....

Let us observe in the passing that in spite of that the Lawyer of Awaleh Guelleh is able to meet it and to speak to him what - with our sense - is an "important feat" as regards of this "particular" in water diving that each one and others will appreciate with its right value.

"You did not see it credulous men or women which believed that they was my friends, in my rage of long ago against the despot, whom my heart pompous contradicted my mouth at all times..."

One could think that Hassan Saïd Goumaneh known as "basto" was imprisoned in the sector of imprisoned of sentenced persons - it will be not !.

Basto profited from a special mode (of the same kind as that which was granted Daher Ahmed Farah....) while "being lodged" in an individual cell with bed, shower, ventilator and air-conditioning ; possibility of preserving its portable, radio telephone like television (on request).

Although it was seen, does it appear and in addition - to grant some authorizations of exit - when the night comes and since its imprisonment with Gabode.

It is said that Basto would be worried and that its automobile concession is in a bad way.

One wonders well why could it have difficulties since each one knows that it never poured money to Office of the Social and Protection of Djibouti - the OPS - the obligatory employer's shares...... and that is exempted (by divine Right coming from the Palate of the Port of call) from the payment of the taxes and the inherent taxations in its official activities...

In a last time and whereas he had married at the sister of Mohamed Djama Elabeh, this Minister of Finance has imposed to him that he settles his arrears of contributions to the OPS and various taxes which exceeded the 12 million FD.

Basto has refused to make that while alleging that it was his brother in law and that if he insisted Basto will get a divorce with his sister.

Mohamed Djama Elabeh maintained its position and in front of the refusal of Basto - which moreover separated from his wife - it sent the bailiffs to him.

It is there that Basto found refuge protective at Ismaël Omar Guelleh which made cancel the procedures of setting in covering launched by the Ministry for Finances what raised the anger of Mohamed Djama Elabeh.

Hassan Saïd Goumaneh known as "basto" never paid the sums which there remained duty with the OPS like its remainder of taxes, he is exempted from all taxes like others privileged.....

Let us add to that that - very worried - Basto - it appears - would have found a comparse "to carry the can in this Affair" of the forged currency in USD and FD .

It would have been helped and advised in this sense ?...., there is only him which can answer this question ; the fact is that to find a discharge system with its problems this well will arrange the things.

The problem lies in the fact that - by the aforementioned mere chance.....- comparse would have left Djibouti to take refuge in one of the countries of the Middle-East and would have been put under the protection (let us say rather under control) of Abdourahman Borreh which would have offered a new employment to him.....

We are waiting to see very soon Mr. Hassan Saïd Goumaneh known as "basto" will be bleached of all the loads who weigh on him because this man knows too much of this Affair.

A new conjuring trick of the Justice in prospect and in which one will obviously avoid making great din as for reasons adduced of a judgement of the Justice court of Djibouti which - once again - they will not be at the glory of a certain court Justice which is unconditionally bought by Ismaël Omar Guelleh.

"Current Justice of Djibouti, it is only one word dreamed to explain this world which is not ours".
