They belong neither at the one, nor at the other ; they are the historic property of Djibouti Nation.

21/12/03 - Artificial greatness but quite real decline - History is repeated eternally, the way of the despotism leads to the same place.

The international Press, the diplomacies and the international public opinion were focused on the reserved fate to Saddam Hussein of which it is known as that it was stopped by the American Forces these last days whereas many elements of information would confirm that he was apprehended it there has that a few months and would be imprisoned in a ship of the USA Navy stationed in the Red Sea.

If we can say that the fall of Saddam Hussein it is the end of the Republic of the supported fear and brutalities for a too long time, there remains a point to clear up on the certainty that was stopped Saddam is the good Saddam and to know which will judge it and under which count of indictment; hen robber or sanguinary dictator ?.

Beyond this aspect it is at the bottom of choice of the capital punishment or to life imprisonment which are concerned and the contents of its judgement will undoubtedly constitute a case of jurisprudence as regards sanction applied to a deposed dictator.

The difficulty will be large for this future Justice Court.

If it condemns SaddamHussein to the capital punishment, we will say about that it will be a new barbarian act ; and if it was condemned to life imprisonment, we will say that this sentence will be a demonstration of weakness against a sanguinary dictator who ordered murders and carnages of more than 300 000 people.

One finds strange similarities in the practices between Saddam Hussein and Ismaël Omar Guelleh but on different scale.

With two years in advance to IOG, in 1991 the Iraqi dictator proceeded in front of the almost dumb international authorities to the collective exterminations of Halabja and Al Anfal by the brutal repression of risings which were confirmed by the update these last months of the Al Mahawil mass graves and Kirkouk and others that one discovers one after one after the fall of the Saddam political system.

Deaths, the orphans, the mothers and the fathers of Iraq which lost their children like those or others of the Afars populations in Djibouti claim that justice is made and that the givers of orders on the level of the two states concerned appear before a public and equitable court on which the mission could not be a revenge masked on the subordinates but to make burst before all the truth on these genocides programmed then to restore and "To do justice" to those men and women and others which were injured ; the term of "injured" being too weak.

We know how the systems are corrupted and how they come from there at worst ends.

The evil for Djibouti is not irremediable just like the decline of Ismaël Omar and of its nomenklatura is not perceived like the end of the Djibouti Nation but contrary like its real birth.

In a capital of the fallacious Lights of artificial, fomented and cultivated by foreigners those which want that "the order reigns in Djibouti" without consideration what is the price in human lives, the idea was slowly diffused and checked by according to say now that the decline of this autarkical system is at its apogee.

It started with abundance and declined because it was not managed healthily but by opportunists men and of circumstances.... without competences but dishonests.

"the richnesses which one thus delivers to covetousness covetous small-minded persons, leader of circumstances, without competence and obvious without ambition for the populations carries out to corruption".

Thus with controlling system, "crooked and corrupted" went extremely promptly thus to great steps with the ruin of the current political system.

If written Montesquieu (Considerations..., chap. XIX) that "Rome was destroyed because all the nations attacked it at the same time" it is probably by its political insulation that the despot Ismaël Omar Guelleh will fall : fall consecutive with its hegemonic aimings what justifies that all the countries bordering reject the despot since months and that it disturbs the great diplomacies.

If the fall of Saddam Hussein marks the end of despotic terror in Iraq, at the very least such is our hope, remains the problem to be regulated on Djibouti where we observe since years a setting in scene worthy of the most piteous scenarios of bad films of politicians don't attribute one attention to genocide against Afars, like that perpetrated blindly against tribes considered as minority and who authorized in addition and guaranteed that politicians such as Mohamed Djama Elabeh - respecting the republican legality - and others are sacrificed on the pedestal of human cowardice in policy, misappropriations and the collusions in any other and fallacious business.

The history of Djibouti is profoundly marked by the blood of these victims.

The only wrong it was that they require the Justice and Freedom as the equal Rights for all.

The tears of all these families have today a right which is to claim all damages repairs, without idea of revenge but so that finally truths are restored ; truths which prevent all mind viewing of national unity is a possible reality for future, like those on the conditions of the death of Mahamoud Harbi, father of the Djibouti Nation before that this country has reached independence.
