SOMALIA: Ethiopia denies backing possible attack on Kismayo
NAIROBI, 2 July (IRIN) - The chairman of the pro-interim government Juba Valley Alliance [JVA] militia based in Kismayo, Col Barre Adan Shire Hirale, has said his rival Gen Muhammad Sa'id Hirsi Morgan is preparing to attack the southern Somali port city.

Hirale claimed that Morgan was receiving support from the government of Ethiopia and the self-declared autonomous region of Puntland in northeastern Somalia.

"All his forces have been sent from Puntland with the approval of Col Abdullahi Yusuf Ahmad [Puntland leader]," Hirale told IRIN. "Morgan is being armed and supported by Ethiopia and is currently in Gode [Ethiopia] awaiting more weapons."

However, both Ethiopia and Puntland have strongly denied the accusations. Ethiopia's envoy to the Somali peace talks in Kenya, Abdi'aziz Ahmad, told IRIN his country knew of no plan by Morgan to attack Kismayo.

"These accusations are baseless propagated by people who blame any differences, even with their wives, on Ethiopia," he stressed. "Ethiopia's interest lies in the successful conclusion of the peace talks and we would not do anything to jeopardise that."

And Dahir Mire Jibril, an official spokesman for Abdullahi Yusuf, told IRIN that Puntland was not involved in "any planned attacks" on Kismayo.

"The accusations are baseless," he said. "We don't want any fighting in Kismayo. On the contrary, we are encouraging both Morgan and Barre Hirale to settle things peacefully."

But Hirale warned that any attack by Morgan would be met "with overwhelming force and he will be defeated". His forces were "on high alert" and were ready for any eventuality, he said.

Kismayo, the third-largest city in Somalia, was under the control of Gen Morgan for most of the 1990s, until the JVA expelled his forces in June 1999.

NAIROBI, 2 juillet (IRIN) - le Président de la milice de l'alliance du gouvernement par intérim [ JVA ] basé dans Kismayo dans la vallée de Juba , le Colonel Barre Adan Shire Hirale, a déclaré que son rival le Général Muhammad Saïd Hirsi Morgan se prépare pour attaquer cette ville de Somalie méridionale.

Hirale a clamé que Morgan recevait l'appui du gouvernement de l'Ethiopie et de la région auto proclamée indépendante du Puntland en Somalie du nord-est.

Il a déclaré à IRIN que "Toutes les forces ont été envoyées du Puntland avec l'approbation du Colonel Abdullahi Yusuf Ahmad [ Dirigeant le Puntland ],

"Morgan est armé et soutenu par l'Ethiopie et est actuellement dans Gode ( Ethiopie) attendant plus d'armes."

Cependant, l'Ethiopie et le Puntland ont fortement rejeté les accusations.

Abdilaziz Ahmad, délégué de l'Ethiopie à la paix en Somalie dans une déclaration faite au Kenya recueillie par IRIN a affirmé savoir que Morgan n'a pas établi de plan pour attaquer Kismayo.

"Ces accusations sont sans fondement propagées par les personnes qui condamnent toutes les différences, même avec leurs épouses en Ethiopie, ils sont soumis à une contrainte.

Ces mensonges vont à l'encontre de l'intérêt de l'Ethiopie dans la conclusion réussie de nos entretiens en faveur de la paix et ne compromettront pas cela."

Boue Jibril, le porte-parole officiel du Colonel Abdullahi Yusuf Ahmad ( Dirigeant le Puntland ) a déclaré à IRIN que le Puntland n'est impliqué dans "aucune attaque envisagée" sur Kismayo.

Il a ajouté. "nous ne voulons pas de combat dans Kismayo.
Au contraire, nous encourageons Morgan et Barre Hirale à arranger les choses paisiblement."

Mais Hirale a averti que n'importe quelle attaque par Morgan serait confrontée " à une force décuplée et il sera défait". Ses forces étaient "alerte maximale" et prêtes pour n'importe quelle éventualité,

Kismayo, la troisième-grande ville en Somalie, était sous le contrôle du Général Morgan pour la plupart des années 90, jusqu'à ce que le JVA ait expulsé ses forces en juin 1999
