29/09/03 - The acts of cowardice begin again in Ethiopia and come in prolongation from those which occurred in area of Awdal to Somaliland - Bombing perpetrated against the innocent ones.

Supposed Minister of Interior Department and Decentralization M.Abdoulkader Doualeh Waïs brings out us his "violin of the naivety" insulting while speaking about reinforcement of the safety of the passengers whereas it knows which is the "giver of orders" of such acts.

The bombing, perpetrated Friday September 26 at 12 noon 30, in the train which connects Djibouti to Ethiopia and which occurred in the locality of Adiquala (Hadhagala) - making two dead and nine wounded has something of wretched and of insulting for the families of the victims when the "gogo of service" - understand by there Minister Abdoukader Doualeh Waïss - us speaks then about improvement of the conditions of safety of the passengers.

This attack raised a certain number of sharp reactions with the emergence of assumptions as for its motivations and to understand which benefits the crime.

 

1 - Which are the motivations and which benefits the crime?.

If one proceeds by elimination of the assumptions one sees that neither the Government of Ethiopia of the PM Zenawi nor that of Somaliland have an unspecified interest so that occurs such attacks on their own territory.

2 - Strategy - Phase 1 - To let believe that attacks could occur in Djibouti.

The first observation which comes to mind supports on the fact that Ismaël Omar Guelleh does not have of cease - since months - to let trail and to maintain the noises according to which attacks could occur on the ground of Djibouti against the foreign populations and interests - particularly American.

This had like consequence an important reinforcement of the safety measures on the level of all the foreign military forces stationed on our national ground.

3 - Strategy - Phase 2 - To arm and finance bunches of "Mercenaries" to foment attacks and to try to destabilize the frontier areas in Somaliland and in Ethiopia, while protecting itself behind a strong foreign military presence in Djibouti.

The second remark is that it is advisable to refer to the actions carried out by interposed people of which the ministers Mr. Yassin Elmi Bouh alias waraba kourayé and Mr. Saïd Barkat, which try to punctually assemble operations of destabilization and rising of the local populations in particular in the area of Awdal, against the central capacity of Hargeïsa.

These attempts at destabilization of areas - inter alia bordering on Djibouti - by bunches created, armed and supported by Ismaël Omar Guelleh on the funds with the finance public of Djibouti are not limited to the young state of Somaliland bus also relating to Ethiopia.

It is in 1983 that Ismaël Omar Guelleh will create in Djibouti but also in Borama with the ex Somali Colonel Farah Waiss Dhule artificial Union Somali Front (USF) of which the goal is exclusively to take actions of subversions, acts of sabotages and attacks against the people in the frontier areas in Somaliland but also and more punctually in Ethiopia.

Jointly, the intentions of Ismaël Omar Guelleh and Farah Waiss Dhule are to create - in the more or less short term - a republic Issa integral Djibouti, Dire Dawa, Awache, Aidaitou, Gawani, Oundofo, Gadamaitou (area afar) Zeila and a great part of the area of Awdal which is in Somaliland territory.

It is from that which one understands better all the actions that made carry out in this direction Ismaël Omar Guelleh since nearly 20 years by interposed people - not hesitating to use all the means and the financings thus confirming all his hegemonic aimings which try to call into question the borders of the close countries such as they are established.

These groups of "mercenaries" of the Union Somali Front (USF), without political ideology which is clean for them but acting on order, are placed under the orders of the General Zakaria Cheik Ibrahim who has the Colonel of the FNS Abdourahman Kahin and the Colonel of the AND Amin Atteyeh (all three natives of the area of Awdal where the USF operates whereas their families still remain in this area).

Having the same giver of orders - understand by there Ismaël Omar Guelleh - the Union Somali Front works in close cooperation with another Front of Liberation which was created there but more recently and was still artificially supported financially by the current State of Djibouti starting from the finance Public.

This second bunch of "mercenaries" - which does not represent almost anything on the scale the ethnos group of which it is claimed wrongly and who cuts off himself behind fallacious Front of Liberation has the role - there still and exclusively - of taking subversive actions, of sabotage and physical eliminations people more specifically on both sides of the railway axis passing by Dire Dawa (Afar area of Ethiopia) and until Addis Abéba.

All this comes down to saying that which that can be the actions in preparation or carried out in the frontier areas with Somaliland and Ethiopia, Ismaël Omar Guelleh in either is held informed, or it is the giver of orders by interposed agents which it generously finances on the budgets of Djibouti State.

4 - The Decision maker - the role of coordinator reserved for Ismaïl Tani (native of the area of Awdal) - centralizing Agents of information and the actions in area of Dire Dawa - Ethiopia.

Ismaël Omar Guelleh lays out - via its Principal private secretary Mr. Ismaël Tani - centralizing Agents of the actions carried out in the area of Dire Dawa in the person of Mr. Omar Osman and of Somali ex-colonel Farah Waiss Dhule - of origin Issa Oroneh.

The politic career path of the ex Colonel Farah Waiss Dhule deserves - with many regards - that one wonders a little at greater length about this character with multiple facets who has a minimum of three nationalities - Somalia - Djibouti and Ethiopian.

It is known as that it would have recently obtained - by the intermediary of Ismaël Omar Guelleh - French nationality under a false identity (thus misleading the French authorities) in order to grant an additional protection to him if the Ethiopian State had suddenly put its nose in its at the very least equivocal "Affairs …".

One knows of him that it was only Issa in the military executive Committee - known as revolutionary Comitee of the 9 directed by general Major Siyad Barré - which it October 21, 1969 seized the power whereas the political parties were joined together in Mogadiscio to give a successor to president Shermarke.

Farah Waiss Dhule directed the area as Gouverneur named in the last months by Siyad Barré before the creation of the State of Somaliland.

Resulting from the school of the KGB - as Ismaël Omar Guelleh - they are both at the origin of the creation of artificial Union Somali Front (USF) for which the responsibility on Borama was entrusted at the origin and is still to Mr. Omar Osman.

This ex Colonel of the Somali army - which would seem well to be a hinged plate of subversive actions carried out in Ethiopia by the current government of Djibouti - lives seemingly peacefully in Dire Dawa while perceiving wages equivalent to that of a Minister - poured monthly by the Djibouti State - and - moreover - profited from the granting by Ismaël Omar Guelleh by way of reward - for "good and faithful services" - of a large cultivable ground and a superb house located at Dire Dawa, and of a villa of high standing in Djibouti, more precisely on the privileged beauty spot of Arta.

Let us add to that that it has a particular and complementary budget, taken on the finance public of Djibouti, from which it can financially support on the area the specific actions ordered in the urgency by his friend - Ismaël Omar Guelleh.

To this come to be added all the occult financings - "mercenaries" acting as area of Awdal - via the SOGIK (Djibouti Company of the khat) installed directly to Dire Dawa.

5 - A first assumption concerning the Attack of Adiquala (Hadhagala).

From all the elements which were carried to our knowledge and after analysis one can reasonably think that the attack of Adiquala (Hadhagala) could be ordered by Ismaël Omar Guelleh and be carried out by the "mercenaries" of the Union Somali Front (USF) - in collaboration with artificial quoted Front of Liberation - with the support of the Agents for Dire Dawa - in order to scramble the tracks what is much more than possible.

One will find in this action - which could have been ordered directly by Ismaël Omar Guelleh in the urgency - many motivations which are attached to its attempts at destabilization of the areas bordering on Djibouti and to make a new demonstration of its wills of seizure on the area but also to oppose a response - with its manner - to its setting in failure by the governments of Ethiopia and of Kenya within the Conference of national reconciliation in Somalia which is held in Kenya.

Such a reaction would correspond completely to the character and to his well-known excesses when one opposes his wills, whatever is the field.

6 - One second assumption concerning the Attack of Adiquala (Hadhagala)..

An elementary question that it is advisable to pose "the explosive Machine it was programmed to explode specifically in Adiquala (Hadhagala) where it exploded suddenly at this place?.

If this machine were voluntarily programmed to explode in Adiquala (Hadhagala) one can consider the assumption whereby it was intended to sow terror in the populations of the area.

It proves that this area constitutes an important base of supports for Moumin Bahdon Farah and Aden Robleh Awaleh, both members of a UMP - artificial union - which badly masks the divergences of interests deprived between the two men and Ismaël Omar Guelleh.

Let us remember that at recent meetings of their respective parties and popular demonstrations in Djibouti - it is true to the very limited frequentation - Moumin Bahdon Farah and Aden Robleh Awaleh did not hesitate to denounce what everyone knows since strong a long time - with knowing - the absence of transparency and the monopolization of all the capacities by Ismaël Omar Guelleh.

With this the fact is added that a work of information would have been carried out by the two men in their native area what Ismaël Omar Guelleh - according to what know we - would not have at all appreciated.

The attitude of the two political personalities being supposed - in his opinion - to be to its boot after having returned in the row to support it..

One can thus advance the assumption according to which the attack - probably ordered by Ismaël Omar Guelleh - would have constituted a form of warning to some extent and aimed at the stronghold of Moumin Bahdon Farah and Aden Robleh Awaleh, confirming thus that there intends to remain the absolute Master, in Djibouti like elsewhere.

There would be - still in that - nothing impossible when one knows Ismaël Omar and his practices!.

Let us add what the transitory occupant of the Palate of the Port of call would probably wish to create a point of fixing for the Ethiopian army in the area with the will - for Ismaël Omar Guelleh - what creates for themselves situations of tensions between the Ethiopian Army and the local populations Issas - including and especially Younis Moussa.

What it cannot control, Ismaël Omar Guelleh tries to break it or to make it break while going up of any part of the frictions.

By obviousness we will be fixed on this last point in the days and the weeks to come.

To conclude, let us recall all the same that all the attacks of these three last years occurred either in Ethiopia (always in the same area), or in Somaliland and certainly not in Djibouti.

Curious all the same!.

If one adds to that the fact that as soon as one reassembles the die with the research of the identification of the giver of orders one finds either Ismaël Omar Guelleh inevitably, or one of its direct subordinates all being originating in the area of Awdal : Ismaïl Tani - the General Zakaria Cheik Ibrahim - the Colonel of the FNS Abdourahman Kahin - the Colonel of the AND Amin Atteyeh and well of others....

Curious all the same!.

As regards curiosity but especially in prolongation of the questions which put in the mabrazes lately men of Djibouti on the case which presents supposed Minister of Interior Department M.Abdoulkader Doualeh Waïs.

Its at the very least disordered reactions of these last weeks - in particular at the time of the operations of expulsion of the refugees - could be probably explained when it is known that it is followed - medically speaking, in an intensive way and since several years - by the psychiatric service of the Bouffard hospital.

Particular Psyschism ? much more than that but it is them which control Djibouti !!!
