The Government in Exile of Djibouti was always opposed, to the extent of its abilities, with the contents of the Agreements of Arta which are true a polical hold- up which showed since their limits and all the caused oppositions which of did not bring anything an unspecified starter for the introduction of a lasting peace to Somalia.

As we specified with various recoveries, Mr. Hassan Abdulkassim Salad cannot prevail himself of the guarantee and the support of the immense majority of the other Somali components in the forefront of which it is advisable to announce the leader Mr. Haïdid Mohamed and the strong man of Puntland, Colonel Abdillahi Youssouf.

Mr. Hassan Abdulkassim Salad - which had recently tried surreptitiously to leave Mogadiscio to try to find in Tripoli a political support - even military financier - has just reiterated these last days one second escape bid from Mogadiscio for probably taking refuge in Djibouti near its mentor, Ismaël Omar Guelleh.

In fact the factions are opposite for him which - this time still - prevented the success of its operation of escape but its own administration and its own militia which opposed its hasty departure and now come to ask him that it be explained on diversions of important sums of which he was the agent like chair government of transition in Somalia.

Mr. Hassan Abdulkassim Salad - as the fact so easily Ismaël Omar Guelleh with the finance public of Djibouti - would have confused the public money and his personal finances.

This adds an additional reason to the disavowal which oppose to the two accomplices the other countries of the Technical Committee of the IGAD, the countries and the movements representative working for a durable country in Somalia.

However, the "Somali affair" would be likely well not to find a solution in the immediate future when one observes the reaction of Ismaël Omar Guelleh whose financial investments that it had placed at Puntland to try to sit its presence there were reduced to nothing by the new strong man of the mode, Colonel Abdillahi Youssouf.

Although it claims "that it would not be implied more in the fights and carnages in Somalia!!!. "(it is at the very least what it claims in a way untrue and insulting for its interlocutors) Ismaël Omar Guelleh has just sent - for the second time - in India a strong delegation of soldiers of high row led by the Major general Fathi and accompanied by Abdourahman Borreh (one of its businessmen installed in Dubaï) in order to negotiate the purchase of heavy weapons there.

In the facts, the official displacement of this delegation of soldiers in India could extremely well not be - once again - that a distorting mirror and decoy to mask other negociations suspends some for these purchases of heavy weapons between Djibouti and other countries.

Contrary to the official version - launched by the administration Guelleh and which circulates in Western diplomatic circles - this heavy armament would not be intended for the Armed Forces Djiboutiennes (FAD) but to feed the mercenaries of the factions create by Ismaël Omar Guelleh and financed mainly on the public monies of the Republic of Djibouti.

We firmly condemn such practices unworthy of the current Djibouti State and reaffirm our position as for the emergence of Conference for the introduction of peace in Somalia and in favour of the respect of the majority right of the people of Somali.

This peace inevitably passes by the negotiation in which must invest the system of Ismaël Omar Guelleh and certainly not in "implying itself in the fights and carnages in Somalia!!!. "as it always did so far by interposed factions and mercenaries.

It is high time that the international authorities intervene directly with the current Djibouti government to make him hear reason.

It is starting from a wide-ranging consensual debate while being pressed on the charter presented by Ethiopia, Kenya and the majority movements in Somalia which a starter of Peace will be able to finally be established and Progress in Somalia.

"Will of Peace in Somalia that each man, each woman should carry in oneself is as a flower ready to flower.

We do not know anything sadder than a ground bathed by blood innocent, men, women and children.

It is time to put a term and to pre-empt at it the future of local populations which suffered only too much. ".
