- The president of Kenya - Mr. Mwai Kibaki - applies the principle
whereby in a State of Right - Civic and Policy - the good example
must come by the top of the country.

Head of State should not chase away the populations in front of him
but it must associate these populations to the great national initiatives
by making they follow by the exemplary nature of the behavior of the
high personalities in charge for the State".
By
obvious, we can congratulate this initiative of the APNAC which will
bring together - as of Monday and in the capital on Kenya - any members
of Parliament which come from different horizons
but which they have this same great will to pose the bases of an effective
revival for the fight against all corruptions which
is a true gangrene - in Africa as on the other continents.
It
is not the fact of the chance if this Parliament of the APNAC takes
place itself in Nairobi.
This
has a strong value of symbol of the wills shown by president
M Mwai Kibaki which has clearly launched a broad procedure against
corruptions in the country while giving necessary authority to men
of courage - such as Mr. Evans Gicheru - so that firm and dissuasive
decisions are applied as regards fight against corruptions within
the Justice of Kenya.
Mr.
Mwai Kibaki understood perfectly that if the State don't gives necessary
authority to the judges, with a judicial power independent and freedom
of the continuations, including beyond the borders, certain perversity
aspects of liberalism and the markets would continue to undermine
the foundation of his economic and policy program to the profit of
Republic of Kenya.
However
the new president of Kenya wants that its country progresses and this
imposes that it fights the bad habits.
He
is doing that !
Its
first actions are edifying as for its obstinate determination is to
restore the State of Right in Kenya and not to move back in
its convictions had like first consequences the arrest and incarceration
of 23 judges.
These
magistrates was implied in corruptions and would seem not to have
favorably answered - when it was advisable to do it - at the directives
of Mr. Evans Gicheru to stop their practices, including in the preliminary
procedures.
We
remember that Mr. Evans Gicheru had declared in front of the journalists,
that is a few weeks "which it will force
the corrupt magistrates to stop their practices ..."
and " I will advise to the president
to constitute a court to force those which do not stop their practices,
to do what it must do ".
It
had concluded its recent maintenance by this sentence
"Ringera
and the three other members, judges Onyango Otieno, magistrate Wanjiru
Karanja and Margaret Muigai, have a good professional experience and
this is why they were named at the committee of the integrity and
against the corruption of the legal order".
We
can say that the actual government of Kenya respects its engagements
in this field and that it launched a great cleaning in the "Justice
House of Kenya " which should worry
the circle of all corruptions while reassuring the populations of
the country at the same time on engagements of the State but especially
on its determination

Him
would be also wished that the Djibouti State - which is directed by
Ismaël Omar Guelleh - would look at the
big problem of all corruptions on high level which
became the first national sport (well before
the foot ball...)
Each
one knows that all authors of international assistance and finance
public diversions (more than tens million
USD which are misappropriated, each year) profit after from an administrative
promotion which is a favor on behalf of Ismaël Omar Guelleh.
"The
part of Djibouti justice - which is in the service of Ismaël
Omar and directs - this justice is like the wind, she
blows on great corruptions and extinguishes only the small ....".
