- Kenya and corruptions - the president kenyan, Mr. Mwaï Kibaki
- intensifies its offensive in hunting against corruptions and fixes
a calendar of actions to be carried out.

"
Corruption became a subject of all Society scouring in almost the
whole of the countries of planet, including the
democratic countries and which are said developed countries".
The less which
one can say, it is that the initiative of the president of Kenya -
which is to make fight against all corruptions in its country - is
one of the priority objectives of its government and does not limit
itself to words but to strong acts which show its will to respect
of all policy promises that were take in this field in front of all
the populations of Kenya.
Its engagements
add to its responsibilities with respect to the international financial
institutions which must maintain their confidence to him because they
know that the expeditious procedure to put the Kenya on the path of
the social progress and economic is the essential key of the future
which obligatorily passes by the fight against all corruptions.
Corrupters
(bribers) and corrupt men, taking all the precautions not to make
the publicity of their acts and of their profits, but had now the
feeling which they did not understand - when it was possible to make
this - that the new Kenya State - under Mr. Mwaï Kibaki - would
to express such a determination to go to seek them - one by one and
without hesitation - in the responsibility for their acts for corruptions
and that the president would oblige them today to give back to the
State kenyan the money which they would have diverted and are obliged
also to justify the origin of their personal fortunes.
We must expect
the emergence of lawsuits exemplary and dissuasive for the future
because Mr. Mwaï Kibaki launched a form of long anti-corruption
crusade and he will not stop there ; the Kenya president knows perfectly
that the stakes are too important for the future of its country and
the kenyans.
They
are Courage acts !.
At the moment
I write this article, some must sleep with great difficulties each
night while being known that are suspected with good reason of corruption.
This demonstrates
at the national level, and regional (UE, OUA, OAS, ASEAN) and at the
international level (OCDE, ONU, BM, FMI, PNUD) that this fight - in
front of the corruptions - can and must be before all a priority of
national policy ; National policy like Mr. Mwaï Kibaki shows
the way.
His fight gained
its statute of governmental program essential and obtains the justified
development hopes in profit of one good economic order, social and
political. Djibouti present government , should inspire himself of
this essential statute of governmental program if it wishes to obtain
one credibility which it does not have on the national and international
level.
- Kenya in front
of the Corruption.
These last years, within broad
fractions the Kenya Society had developed and increased bad corruption
feeling which required and implied raising of moral standards - all
at the same time - and a request of the institution of an equitable
justice of the State with the need for improvement of the credibility
and of engagements of the public actors.

Corruption
interests all the analysts who have in load the development of a country
- in Kenya and elsewhere - because is inevitably
posed the phenomenon of political modernization, economic and social
of the States of the Third World under the best possible conditions.

The first see
in corruption a strategy to avoid the political and administrative
obstacles - and an effective accelerator certainly amoral but being
of the desirable transitions towards free markets and democratic,

to improve the productivity of its borrowings to avoid an increase
with respect to the international assistances.
- That
it is admitted or not - on the bottom - corruption is an attack of
all the freedom, at equity and no respect of Justice.
Each one must
carry out a major and objective reflexion on these three points.
- Corruption
and its effects on the Society.
In so far as
the analyses are seriously carried out, they show almost all the disastrous
effects of corruption:

1 - Corruption
involves a strong fall of the investments, growth
and the increase in the insecurity of the economic environment.
In fact and in particular foreign investors - will be nervous
in front of corruption and will be all the more when it is encouraged
and covered by the State like it is the case currently in Djibouti.

- Corruption it is the deterioration of the legal processes. There
still one seizes the importance of an independent Justice that
can have the political power.
Independence of the Justice which acts in serenely and respects
the Laws of which has the responsibility.

- Corruption it is unquestionably the reinforcement of all the
social, economic and policy inequalities with
the increase in poverty by an impossibility to access to the public
services sold with friend highest offerer in falsified markets,
without real and official competition...

- Corruption it is the increase in the public deficits following
the speculations of State revenues,
in the tax avoidance and the distortion
of the expenditure in favour of the programs offering more "bribes",

- Corruption is the inequality of treatment of the files of the
applicants to employment
in the government administration.
Criteria of recruiting being artificial
for to support the children of the "servants of the State"
to the detriment of the young less fortunate graduates and not
subjecting itself to the prospects for rackets that one imposes
to them by unjustified deductions taking away on their wages.

- Corruption rises from the general
irresponsibility of the great State bodies which don't inspect
and control. Non-observance of the
environment and the rules of urbanization, protection of the criminal
organizations of type "Maffia local" and will nomenklatura
in the monopolization of the private sectors of industry and commercial
activities.
In entering
the sphere of activity of the institutions, Corruption
becomes the "mother of all the evils" and worsens
for general public the statute of "the illegality which is legitimate"
as it is currently the case in Djibouti.
As an example,
all the acts of Justice become prone to guarantee when well even they
would be right and equitable.
With
Corruption there is no Justice possibility, and without Justice there
is no free State !.
The demonstration is undoubtedly exact.
This
confirms that democratization, offering the freedom of expression
at least, allows the national and international diffusion of this
perception of fight in front of Corruption like Justice and thus encourages
with the emergence of a State of right.
- The new State
of Kenya in front of Corruptions.
President Mwai
Kibaki officially opened Monday - in Nairobi - the first regional
conference of the African network of members of Parliament of fight
against corruption.
He
declared that its government had engaged on the greatest process of
legal reforms in the history of the Commonwealth, while
specifying with firmness that the date limits declaration of the personal
richnesses was deferred to semi November 2003.
By doing this,
he launched a solemn warning by announcing that those which would
not respect this date limits would be sanctioned on the administrative
level but also they will be translated in front of the courts charged
to fight against corruption on the level of the administrations of
Kenya.
While thus acting, president Mwaï Kibaki,
is coming to open the international door in the fight in front of
all Corruptions.
This fight,
launched by the president of Kenya, has the merit to be clear and
courageous, it thus confirms its will to respect all the commitments
which he undertook in this field with respect to the populations of
Kenya and the international authorities.
Its
objective is to restore and to reinforce the responsibility for men
and women which are State Servants, on all the levels of the hierarchy
and with the noble sense of this term.
